Mr. Rafael Gracioso Martins is a technology leader and entrepreneur with a deep interest in the intersection of science, technology, and entrepreneurship. He is currently the Head of Technology at State Library Victoria, was formerly the Head of Technology for Melbourne-based private equity firm LK Group, launched several startups, and worked across several roles in technology and software development.

Rafael has qualifications in Business and IT, with a Bachelor of Business Entrepreneurship from RMIT University and a Master of Information Management Systems from Harvard University. Rafael is a Member of Forbes Technology Council, MIT Technology Review Global Panel, and is a Blackbird Giants Mentor.

He is a Partner at Outroll Ventures, a technology focused venture builder. There he helped to build and launch startups across several verticals in technology, scientific, and consumer industries.
